Overseas in a remote country a prince begins celebrations of his 12th birthday. More is going on than meets the eye, however, including a planned takeover of the country by a government offcial using an explosive mineral-based weapon. It's up to Toby and Bob to go undercover at the party and set things straight.

Bob and Toby are sent to northern India, where strangely enough, clouds are freezing solid and crashing to the ground.
